Collaborative workforce planning

The Leeds approach to collaborative workforce planning began in late 2021. To develop the programme we worked with our Population and Care Boards, Health Education England (now NHS England), West Yorkshire Workforce Observatory (hosted by the University of Bradford), higher education providers and health and care employers across the city – including NHS Trusts, Leeds City Council, Skills for Care and the third sector. This engagement, alongside external research, informed the development of our bespoke and unique approach to workforce planning. You can access some of the external research references here.

For further information on what helped inform our approach to workforce planning, you can read our co-authored Health Policy journal report (June 2023): Strategic workforce planning in health and care – an international perspective: a scoping review

We used our approach to conduct a bespoke piece of work focused on the city’s Allied Health Professionals in Leeds, you can find the project summary on our blog (link). We have also undertaken a place-based Learning Needs Analysis with health and social care partners across Leeds. The aim of the LNA is to systematically and regularly capture the immediate, emerging and transformational learning needs of the health and care workforce, allowing collaboration between partners, and across the city, on delivery. All Leeds health and social care service providers are involved in the process, either as an individual organisation or through a respective professional body or sector network.
